Equality Bill [Lords]
The hon. Gentleman wishes to establish why such an order-making power has not been added to the Bill. It is interesting to note that the Government are often criticised for making order-making powers, precisely because it is difficult to amend regulations after they are drafted, although the hon. Member for Buckingham (John Bercow) rightly pointed out that the affirmative procedure would be used. I am not 100 per cent. sure about this, but the hon. Member for Beaconsfield (Mr. Grieve) might well have made that point beforeāhe is smiling, so I think that I might be right. We would want to go down that route rarely.
