Northern Ireland Bill
: The hon. Gentleman is trying to build consensus, which is what the whole process is about. As someone elected to an English constituency, perhaps I am able to raise this question: does he not agree that the Bill should be about giving more trust to the elected Members of the Assembly? Might not it be possible for the Secretary of State to consider allowing some of the Bill’s more pernicious provisions—such as those to do with Standing Orders and how the leader of the Assembly is elected—to be amended by them?
