Finance (No. 2) Bill
I have to say that we are having a somewhat confused debate. The proponents of the motor fuel—[Interruption.] I want to offer some clarity to the hon. Member for Eastleigh (Chris Huhne), which Members of his party have signally failed to do. I will not address any remarks to new clause 6, but I shall speak to new clause 4 and the amendments. The hon. Member for Wycombe (Mr. Goodman) gave an interesting figure. He will correct me if I am wrong, but I think that he said that 29 per cent. of the population would be in a rural area.
