moved Amendment No. 165: Page 168, line 41, at end insert ““or ( ) an independent member (see subsection (7));”” The noble Lord said: Amendment No. 165 and the other amendments in my name in this group are designed to ensure that there is always at least one independent member on a service panel. We welcome the Government’s response to the Blake report’s recommendation for an independent panel member, but we are disappointed that the Bill is phrased so that an independent member is optional rather than part of the system. These amendments ensure that the recommendations that resulted from the Deepcut inquiry come into being. I beg to move.
