Is my hon. Friend concerned, like me, that in December 2003 our new, spin-free Chancellor said:"““Everyone on Jobseeker’s Allowance will be assessed for their skills and…attend a mandatory skills course.””?" And is he surprised, like me, that nothing has happened?
