Further Education and Training Bill [Lords]
I recognise that colleges sometimes have those problems, but when we established the legislation in 1992, there was a clear legal framework about who was responsible for what. The Secretary of State is in danger of dividing up responsibility between the governing body of the corporation, which is supposed to take legal responsibility for the college, and the Secretary of State and the Department for Education and Skills. Each will blame the other, which is a recipe for the type of problems that the hon. Member for Luton, North (Kelvin Hopkins) has referred to, which happened in the past and which, I fear, will recur again.
