Further Education and Training Bill [Lords]

The Bill embeds the LSC, at regional level, in the structure for managing and funding of skills. Lord Leitch says"““the switch to demand-led funding and end to the supply-side planning of adult skills provision fundamentally changes the role of planning bodies, such as the LSC””." In other words, Lord Leitch says that the LSC should have less of a planning function, while the Minister says in the Bill that it should have more of a planning function at regional level.
