Government: Legislative Programme

My Lords, that was a joke. I think that it is a beautiful picture, chosen because it shows off to great effect the beauty of the building that we are privileged to sit in. I hope the noble Lord will see nothing more significant in it than that. It is very important that we have consultation on constitutional reform, and I have no doubt that I and, more importantly, my noble friend Lord Hunt of Kings Heath will provide opportunities to do that. As for whether the Bill should be subject to pre-legislative scrutiny by a Joint Committee, I thank the noble Lord for the idea, which I shall discuss with my noble friend.
