I said to them, ““In that case, did you put them on control orders, where the level of proof is lower?”” They said, ““No.”” I asked, ““Did you put them under surveillance?”” They said, ““No.”” I asked, ““Have you got them under continuing investigation?”” They said, ““No.”” I asked, ““Are you telling me they are innocent?”” They said, ““Yes.”” The Home Secretary arranged for me to see those gentlemen and the man who ran Operation Overt. ““Innocent”” is the word, and the right hon. Gentleman will have to live with it, whether he likes it or not.
