Proceeding contribution from Baroness Noakes (Conservative) in the House of Lords on Monday, 19 January 2009. It occurred during Committee of the Whole House (HL) and Debate on bill on Banking Bill.
Banking Bill
I wish to make a small point. The Minister said that the independent valuer would be appointed by an independent person. Unless I am mistaken, that is not what the clause says. Subsection (2) states: "““An order must provide for the independent valuer to be appointed by a person””," not necessarily an independent person. Therefore, we do not get independence coming in at that level. An entirely partial person could make the appointment.
