Marine and Coastal Access Bill [HL]

As always, the Minister is reassuring. However, we are all aware that the dialogue between the United Kingdom Government and the Administration in Edinburgh has not always been as smooth and profitable as he perhaps implies. I hope he is right that the fish are all swimming in the same direction. I shall not go up the salmon rivers of Scotland but I do want to be reassured on whether a concordat is sufficient. The Minister has already gone a long way to doing so, but I hope he will give it further thought. It is at the crux of this. Yes, it is normal practice. Yes, we understand that conversation is taking place all the time—no doubt dialogues are always happening behind the scenes. However, it is important that those of us who are responsible for looking at the detail of UK legislation are properly reassured that that legislation is sufficiently robust when it comes to the difficult problems that may well arise.
