I thank the Minister for that full reply. I am not sure that it is the reply that the Committee wanted. I congratulate him on obtaining consensus in the Committee because most Members felt that there must be some sort of mechanism when the cumulative effects of the human activity are so great that it is damaging to the ecosystem. Most people felt that somehow the MMO was the ideal vehicle to put on that break and give a veto. We will have to read what the Minister says in greater detail, but we will have to return to the matter on Report. I beg leave to withdraw the amendment. Amendment 59 withdrawn.
