I apologise to the noble Lord if it seemed that I was trying to pre-empt his contribution to the debate, particularly on the second amendment. It was because I thought I had a reply which would be satisfactory to both the noble Baroness and the whole Committee. I include the noble Lord, with his usual intelligence, as being appreciative of the reply. On Amendment 65A, the Environment Agency is the officially designated competent authority for the practical implementation of the water framework directive in England and Wales and there is nothing in the Bill that would change that, nor is there any need in this Bill to confirm it.
