I thank the Minister for drawing attention to the central role of the Secretary of State, who will have responsibilities with, for example, Natural England, the Environment Agency and the MMO. Given the nature of the debate and the response of the Minister, I beg leave to withdraw the amendment. Amendment 66 withdrawn.
