Proceeding contribution from Annette Brooke (Liberal Democrat) in the House of Commons on Monday, 23 February 2009. It occurred during Debate on bill on Apprenticeships, Skills, Children and Learning Bill.
Apprenticeships, Skills, Children and Learning Bill

Does he agree that those varied and nebulous organisations are difficult to scrutinise, and that it is difficult for a parent, for example, to challenge a decision that might go back to the children's trust?
