Marine and Coastal Access Bill [HL]

I am grateful to the Minister for explaining the Government’s thinking on this matter. It struck us as strange that Clause 287(4)(a) talks about someone who, ""holds an estate in fee simple absolute in possession in the land"," yet in Clause 292 the wording of proposed new Section 55J(2)(a) is, ""is the owner of the land"." Having two different wordings seems a little strange. There is also the question of principle that some people may have an interest in land for which they have paid money which entitles them to a certain use of the land but will not necessarily, as far as this legislation is concerned, entitle them to be considered to have an interest. I am not sure the Government are right on that but I am grateful for the Minister’s explanation and I beg leave to withdraw the amendment while we consider it. Amendment A282A withdrawn.
