In answer to a question in the House of Lords yesterday, Baroness Royall said that""it is the case that if the conditions cannot be met it must mean that the 500 extra troops will not be going to Afghanistan: that is the clear outcome."—[Official Report, House of Lords, 14 October 2009; Vol. 713, c. 238.]"
