Higher Education Fees
Not at this point. The decision that we made in 2004 was not that we should move away from free education, because of course it was not free. Taxpayers were pooling resources to contribute to the higher education of this country. We decided, alongside the taxpayer, to ensure that individual students and universities made a contribution to higher education.
