Public Bodies Bill [HL]

60A: Clause 8, page 4, line 7, leave out subsection (1) and insert— ““(1) A Minister may make an order under sections 1 to 5 only if the Minister considers that the order serves the purpose of improving the exercise of public functions, having regard to— (a) efficiency, (b) effectiveness, (c) economy, and (d) securing appropriate accountability to Ministers.””
