68: Clause 10, page 5, line 40, at end insert— ““( ) Where the responsible Minister considers that the changes proposed do not warrant a full public consultation under subsection (1), the Minister must publish a copy of the proposal on the website of the relevant government department or make it otherwise publicly accessible.””
