I thank the Minister for his reply. In some ways, I am partially encouraged by the reply but I also find it extremely complex. I need to go away and read it very carefully and then I shall be able to answer whether I am satisfied or not. In the light of that, I beg leave to withdraw the amendment. Amendment 62 withdrawn.
