Proceeding contribution from Gavin Shuker (Labour) in the House of Commons on Wednesday, 25 April 2012. It occurred during Debate on bill on Civil Aviation Bill.
Civil Aviation Bill
The new clause states:"““An order under this section must be approved by a resolution of each House of Parliament. ””" There is nothing in the measure, as far as I can see, that would prevent the existing powers of the Secretary of State ““to direct”” from being taken away. It is more about the transition from one regime to another.
