To ask the Secretary of State for Transport, what steps he is taking to ensure that the collection of litter takes place on the A23 from Crawley to Brighton; and if he will make a statement.
In April, the Government released the âLitter Strategy for Englandâ[1], outlining an initiative to identify and target the 25 top litter âhotspotsâ on the strategic road network and establishing a working group on roadside litter. This includes representatives from local councils, Highways England, road users and others, to explore and understand the practical barriers to keeping all our roadsides clear of litter, and to help identify and promote best-practice in roadside litter prevention.
Litter collection on the A23 between Crawley and Brighton is the responsibility of Mid Sussex District Council and Brighton & Hove City Council. They have an obligation to ensure litter is collected. Nevertheless, Highways England is engaging with local authorities, including these Councils, on a more collaborative approach to litter clearance.
This builds upon Highways Englandâs work, as operator of the strategic road network, in sending out a four-weekly programme to notify local authorities of their routine maintenance works on trunk roads, which can help councils to coordinate their litter collections.

Highways England is responsible for litter clearance on all sections of the M23. It carries out regular inspections to monitor the state of the network and to ensure that they are complying with Environmental Protection Act regulations.
Mid Sussex District Council is responsible for litter picking the A23 trunk road, with the exception of the section between Hooley to Central London which is the responsibility of Transport for London.
Regular meetings between Highways England and the council are held to establish the most appropriate ways to keep the road clear of litter. We are currently agreeing a new framework for working jointly to share traffic management nationally which should be in place in Mid-Sussex and the South East by early June.
Highways England has also set up a liaison group with Surrey County Council and other authorities to look at ways to prevent litter being discarded on our highways and roads.

Construction on the A23 Handcross to Warninglid widening scheme is progressing well, and is expected to complete as originally planned, by autumn 2014.

Following the severe weather that brought particularly difficult driving conditions across Kent and Sussex including the A23 at Handcross Hill and Highways Agency routes south to Brighton, I was briefed initially at 06.00 on 12 March. I asked for a more extensive and detailed update which was received at 16.00 on the same day from the Deputy Chief Executive of the Highways Agency.
These reports included a summary of the Highways Agency's preparations for snow and ice both before and after the severe weather warnings had been issued and their operation to respond to a high number incidents across the region. Although routes had been treated, many of the incidents involved heavy goods vehicles unable to negotiate uphill gradients. This caused closures at several locations—which caused delay for many other vehicles.
