Road Safety Bill [HL]
I know that some driving instructors provide written contracts before they start teaching the candidate, whereby they state that the person learning to drive will not be allowed to take the test until the instructor agrees. If they decide to take the test before that takes place, the instructor’s car will not be used; another car has to be used.
