My Lords, I do not want to get into a Committee debate at this Report stage. The noble Lord, Lord Avebury, gave a very clear definition. I sought in my note to explain precisely what it meant, which is why I referred to it as being a clear explanation of what we are trying to achieve. On Question, amendment agreed to.
