I thank the Minister for his helpful response, and I thank the noble Lord, Lord Borrie, and the noble Baroness, Lady Miller of Chilthorne Domer, for their interventions. I apologise, as the clause stand part debate on Clause 29 has already taken place. I shall carefully consider all the points that have been made and, in the meantime, I beg leave to withdraw the amendment. Amendment, by leave, withdrawn. Clause 29 agreed to. Schedule 3 agreed to.
