Planning Bill
Will my hon. Friend at least concede that public perception is important in this regard? Ministers will take the final decision following a public hearing on a relatively small matter such as an extension to the green belt or to a school, or the planning permission for a football ground. However, it will be a commission that takes the decision on the location of a nuclear power station, for example. A Minister will not ultimately be responsible in such a case.
