I wish to ask the right hon. Gentleman a question. If he dismisses the arguments made by my right hon. and learned Friend the Member for Folkestone and Hythe (Mr. Howard), does he subscribe to the view either that the former Chancellor, now the Prime Minister, was incompetent in designing a situation with 5.3 million net losers or that he did that deliberately?
