My Lords, I am well content with the amendments, and I am very grateful to the Minister for introducing them. The clinching argument for limiting the circumstances in which the regulator could transfer the management of property to another landlord was made by the noble Earl, Lord Cathcart, in Committee. He put it so well that it bears repetition. He said that it was, "““rather like a court trying someone for murder, finding him innocent of murder but guilty of shoplifting, and then deciding, ‘Well, we’ll hang him anyway’””.—[Official Report, 18/6/08; col. GC 428.]" That was such a good quote that I felt it was worth repeating. I am deeply grateful to the Minister for the amendments, which will definitely be well appreciated by the National Housing Federation and others. On Question, amendment agreed to.
