My Lords, no doubt my noble friend will correct me if I am wrong, but my understanding is that this could be done through some form of supplementary planning guidance; a number of other things are dealt with that way. However, I leave it to the Minister to confirm whether I am correct in that. My final point in response to the noble Lord, Lord Dixon-Smith, is that a good feature of Section 106 and the community infrastructure levy is that again it is absolutely within the expertise of local authorities to understand how to distinguish when Section 106 should be applied and when a community infrastructure levy should be applied. Certainly in the examples I have looked at, it is anticipated that the levy will be used for what I would regard as economic development, employment and infrastructure purposes rather than for social housing. I have faith that local authority colleagues will be able to distinguish between these two things and manage them through the process. I hope that this is of assistance.
