Proceeding contribution from Baroness Noakes (Conservative) in the House of Lords on Monday, 26 January 2009. It occurred during Committee of the Whole House (HL) and Debate on bill on Banking Bill.
Banking Bill
I do not agree with the Minister. I would not have tabled the amendment if I agreed with him. The Minister says that the FSMA is perfectly clear, but it is not. It just says, "““maintaining confidence in the financial system””." You have to go through quite a lot of contorted hoops to get to the position where the Government say, ““Of course it covers all these things””. The man in the street reading that would not understand it, and neither did the Adam Smith Institute, which is why it featured in one of its pamphlets. I shall consider what the Minister said on the subject. For the moment we must agree to differ and I beg leave to withdraw. Amendment 201 withdrawn. Clause 238 agreed. Clause 239: Functions Amendment 201A not moved. Clause 239 agreed.
