Banking Bill

My Lords, I have two questions for the Minister. He referred to the information made available by Northern Rock. It was notable in his description that he did not refer to Bradford & Bingley; I do not think that even he could claim that there has been a lot of information in the public domain about that. Does this commitment to information apply to Bradford & Bingley? Some of us might think that that was not the case. Secondly, on UKFI, the Minister referred to the framework document. Can he say, first, when we might expect it? UKFI has been meddling in nationalised banks for quite a long time, with no framework document as yet. Secondly, will that framework document deal with the accountability issues of the information flow in the department? That is rather important.
