Welfare Reform Bill

I will not explain what I mean by "moderately" because it might be embarrassing to all of us. As I said, I do not apologise for conflation at all because Clause 1 is clearly about the next step after Pathways to Work has finished. I think that the Minister might even quote stage 4.
