I thank the Minister for his response and his willingness to have a look at the appeal situation by recognising that there is some merit in that argument. However, I am disappointed that he has not agreed to take the other part of the amendment away to consider it further, particularly in view of the force of the arguments put by the noble Baroness, Lady Hollis, and other noble Lords who have spoken in the debate. It seems that the assessment is more of an art than a scientific process, and inevitably people will get it wrong, particularly with ADHD and other autistic spectrum disorders, because a child might walk into an office and appear to be reasonably okay for five minutes. Given that, I really do think that any public scrutiny of this issue would find it wanting. I believe that we will all want to consider bringing this issue back on Report. For the time being, however, I beg leave to withdraw the amendment. Amendment 28 withdrawn.
