Proceeding contribution from Baroness Afshar (Crossbench) in the House of Lords on Thursday, 18 June 2009. It occurred during Debate on bill and Committee proceeding on Welfare Reform Bill.

Welfare Reform Bill

I am very grateful that there will be specific help, but my question was: what if they do not deliver? I have a note saying, "They can’t do it", and there do not seem to be many sanctions on them to deliver.
