My Lords, I am grateful for the Minister’s response. As she expected, I am disappointed at the Government’s decision not to accept the amendment. I hope I am wrong, but I fear for unintended consequences without amendments to the Bill along these lines. However, I reluctantly beg leave to withdraw the amendment. Amendment 5 withdrawn.
