Proceeding contribution from Lord Tope (Liberal Democrat) in the House of Lords on Tuesday, 28 June 2011. It occurred during Committee of the Whole House (HL) and Debate on bill on Localism Bill.

Localism Bill

It may be time that they should also have the courage to consider whether Part 2 is worth all the trouble that it may potentially cause and whether the best solution to the dilemma we have spent the past two hours debating might be just not to pursue it at all.
