Localism Bill

I thank my noble friend. One can rely on one’s noble friends to provide the testing question. Clause 44(2) on page 39 of the Bill states: "““The Secretary of State may by order amend subsection (1) to specify a higher or lower percentage than the percentage for the time being specified in that subsection””." Perhaps I ought to have relied on that provision rather than the more complex structural arrangement.
