That this House views with alarm the disruption now occurring in the licensed trade; deplores the fact that many tenant licensees with long experience of serving the public are being forced either to accept long leases at extortionate rents and with full repairing liabilities or to leave the trade with little hope of finding new employment; notes that beer prices have been substantially increased while the market share held by the four biggest brewery companies has risen to almost 70 per cent., thus negating the aim of the Monopolies and Mergers Commission to provide more consumer choice; and therefore calls on the Government (a) to instruct the Director General of Fair Trading to review the position immediately, (b) to introduce a minimum level of compensation for displaced tenants above that provided in the Landlord and Tenant Act and (c) to introduce a form of independent arbitration for the assessment of fair rents.

That this House welcomes the European Community Commission's concern to ensure appropriate protection for the general public within its draft directive on data protection; regrets that the main emphasis of the draft directive as it relates to direct mail concentrates on regulation of every day use of direct mail as opposed to misuse of data; believes that the use of direct mailing techniques by the voluntary sector in the United Kingdom is a legitimate way of raising and distributing enormous resources in the other-than-for-profit sector; further believes that it is the misuse of data which damages an otherwise effective, efficient and appropriate form of communication between members, supporters and donors of non-profit groups; is concerned that the directive, as currently drafted, will be counter-productive to the agreed end of seeking to eradicate mis-directed and unwanted communication with individuals, and, furthermore, that it will severely restrict the voluntary sector's ability to raise funds and therefore carry out its charitable work; welcomes the establishment of CHANGE (Charities and Non-profit Groups in Europe) by the British voluntary sector; and support CHANGE's call for the Directive to be amended in favour of regulation against data misuse through a European-wide mailing preference service requiring mandatory registration.

That this House regrets the death on Monday 3rd June of Brian Bevan, one of the legendary figures of Rugby League; notes that Brian an Australian who played all his rugby in Britain, was one of the original members of the Rugby League Hall of Fame and that, during a career starting in 1945 and spanning 18 seasons, 16 of them with Warrington, he scored a world record 796 tries and was, in the opinion of many people, the finest ever winger; and considers that Rugby League and the world of sport are poorer for his passing.

That this House is appalled at the announcement of the closure of Ferrybridge B coal-fired power station in the constituency of Pontefract and Castleford, with the loss of more than 400 jobs; notes that this is in line with Government policy to run down the coal industry in preparation for privatisation; believes it will be the most ironic of outcomes of the United Kingdom's short-term culture if the country's largest and longest-life fuel resource were allowed to fade away at the very moment when technology relieves coal of its environmental criticisms and makes it once again incontrovertibly the most economic choice for new power plant; and calls on the Prime Minister to reverse the unemployment-creating policies that have brought so much misery to thousands of families in the area covered by Wakefield Metropolitan District Council and throughout the country since 1984.

That this House notes with concern the findings of the House of Lords Select Committee on Science and Technology that the very seed core of British science is at risk; further deplores the hasty financial cuts inflicted on research councils, including the ??28 million cut forced on the Science and Engineering Research Council, which will result in the closure of the Daresbury Laboratory in Warrington; calls on the Government to reverse the disastrous trend in the funding of British scientific research and to make funds available to Daresbury, which is regarded as a centre of excellence by leading scientists throughout the world; and further calls on the Government to ensure that proper resources are given to the funding of vital scientific research being carried out in the United Kingdom.

That this House recognises the importance of duty and tax free shopping to airlines, airports and shipping, to producers of scotch whisky and other quality United Kingdom products, to employees throughout the industry, and above all, to the millions of travellers all of whom enjoy lower fares because of the success of these facilities; calls upon the Government to press the European Commission, through the Council of Ministers, to undertake a specific study on the economic and social implications of the completion of the internal market on duty and tax free sales, as requested by a majority of 196 votes to 2 in the European Parliament's Plenary Session in November 1990; further calls for Her Majesty's Government to ensure that the Commission's proposals for abolition of duty and tax free sales, implicit in its draft fiscal legislation, are not approved by the Council of Ministers before such a study has been undertaken; and further calls on Her Majesty's Government to support the retention of duty and tax free sales to intra-Community travellers until abolition is truly justified.
