Council tenants in Sutton, Cheam and Worcester Park pay about a third of their rent to the Government in the form of a subsidy, but the only thing they get for that is the prospect of Decent Homes funding. Some £120 million was promised to their council to pay for upgrading, improvement and renovation of their homes, but that money is no longer on the table. Will the Minister meet me, as well as a number of my constituents who are council tenants, to discuss whether that money can be put back on the table, so that those much-needed renovations can get under way?

The short answer is that the impact could be very serious, because the new homes are badly needed in my hon. Friend's region. Moreover, the investment in them helps to create the jobs that keep in people in work, and the apprenticeship schemes that will give people the skills needed in the future.

Sutton and Merton PCT and the Government organisation Working for Wellness will invest £2.4 million over three years in improving access to psychological therapies. My hon. Friend is correct: we have seen investment in a much-needed fountain at the front of the hospital. I am sure that it has been uplifting to the spirits of many of our constituents who have passed through its doors, although they would probably have preferred to see investment...

Residents in Croydon obviously have a real interest in health care in the constituencies of the hon. Members for Sutton and Cheam (Mr. Burstow) and for Carshalton and Wallington (Tom Brake), who have been conscientious about raising these issues in the House. Is not the problem that we have seen...

Sutton does not get decent homes funding and its properties are in greater need of investment than those of almost any other London borough, yet from April this year £10 million of the rent from Sutton's tenants will be used to improve housing in other boroughs. Would the Prime Minister be willing to meet a delegation of Sutton tenants to explain why this is going to happen?

In the words of the Under-Secretary of State for Justice, the hon. Member for Lewisham, East (Bridget Prentice), Sutton magistrates court ““serves the community of Sutton…and it does so to a high standard.””—[ Official Report, 5 July 2006; Vol. 448, c. 277WH.] With the clustering of courts now proceeding, and Sutton magistrates court losing staff to Croydon, making it more difficult to access files and pushing up overhead costs, will the Secretary of State reconfirm that there is no planned closure of the court?

There is always turnover in the network. Some 10 per cent. of post offices change hands every year. The process is not something to which the Government can put a stop. However, I believe that the access criteria offer some certainty for the future, which will help to ensure reasonable...

I want to ask the Minister about something that he did not cover in his response. Once the programme is complete and closures have taken place, what safeguards will be put in place to ensure that new gaps do not open up in the network?

I thank the Minister for giving way on the subject of the consequences of closures. I hope that he will respond to my question about the extent to which he expects account to be taken of the impact of closures on neighbouring post offices, and particularly on queues.

Postwatch, the consumer body, is closely involved in the preparation of the plans. Several factors are taken into account, and I shall come on to the way in which the process of network change is working. Let me answer some of the questions about that, and about timing and the...

Just for the record, I was referring to the network reinvention programme under which people were offered money as a financial incentive to leave the network, not to people being paid compensation when they were nominated to leave the network, which is what is now being proposed.

The Minister has rightly said that the Government are investing in the post office network. If they are doing so, however, why do they not believe, according to the parliamentary answer that I received, that they have any role in assessing the impact of post office closures?

It is not just the view adopted by the hon. Member for Mitcham and Morden (Siobhain McDonagh); indeed, it was the view adopted by the Secretary of State. However, the planning reasons as deployed were a red herring.
