Education and Skills Bill

I thank the noble Baroness for those explanations. We are getting clearer in our communications about these things. As she said, it is important that framework powers should be challenged and examined in detail in your Lordships' House and in the other place, where they do not seem to give it the same priority as we do. But that is their business and not ours. I am slightly concerned about the ability to create new criminal offences, which must move us into a different ministerial area, such as the Home Office. To some extent I am repeating myself, but I wonder whether the noble Baroness and her team have given thought to what criminal offences might come out of this and how we will maintain control of it.
