Education and Skills Bill

I do not share my noble friend’s optimism about the direction in which things are going. Perhaps she imagines that we might reach a situation akin to that of universities; once a university is accredited to award degrees, it is up to the university what degrees it awards. However, I do not think that that is how the QCA sees things, at least not as presently constituted. It sees this as getting prisoners to dig their own grave. The rules will still be in place but certain prisoners will be trusted to follow them to the letter. Any move away will not risk, as it does at the moment, the qualification getting thrown back, but the ability of the awarding body to proceed without interference. In other words, the stakes are much higher in attempting any innovation in GCSEs and A-levels than is currently the case and will result in a system that is sclerotic rather than free and open. I am delighted that we shall have a chance to debate this.
