We have had an interesting and wide-ranging debate on the amendments. The Minister said that my Amendment 8, which would insert ““all of””, was not necessary in the context of Clause 4. Subject to reflection, I am minded to take that point. I am still a little concerned about the code of practice. Clause 5 states: "““The code may, in particular, provide guidance on … how to achieve the special resolution objectives””." My Amendment 18 would insert, "““how the special resolution objectives are to be balanced against each other””." The examples that the Minister helpfully gave were about balancing the objectives against each other. I am not entirely convinced that the Act correctly reflects the intent in relation to the code of practice—the intent being something with which we agree; that is, that the code should reflect the balancing. I would like to take that aspect of it away and think about it further. My only other reflection on the debate is that I am still not sure that we are all completely wise about the relationship between Clause 4 and Clause 7. I beg leave to withdraw the amendment.
