I thank the Minister for that further clarification. It is rather useful to know how the clause will be applied. We are still worried that we do not have the powers that we need out to 200 miles, but perhaps we can look at that again. I beg leave to withdraw the amendment. Amendment 81 withdrawn. Clause 39 agreed.
