Proceeding contribution from Lord Redwood (Conservative) in the House of Commons on Tuesday, 2 February 2010. It occurred during Debate on bill on Flood and Water Management Bill.

Flood and Water Management Bill

In appraising the proposal, it is crucial that we know how the Minister defines people""who would have difficulty paying"." Cross-subsidy might be involved, and we want to avoid the pretty poor cross-subsidising the even poorer, so it is important that we know where he is minded to draw the line.
