We did not wait for Pitt or for this Bill, as the project already under way also covers the equipment needed in various scenarios and a national asset register, as well as a gap analysis to see whether, and where, we have shortages in national capacity. The gaps in Cumbria were filled by proper preparation and by drawing in resources from the surrounding area. In addition, and as I said, we have already put in £2 million to address gaps and deficiencies.
