My Lords, let me finish my constructive point, lest it be thought by the Conservative Front Bench spokesman that I am incapable of making a constructive point. He is right that we need to consider the question of how we measure noise. There may be a constructive thought in that we need to revisit the measurement of noise, which after all has obtained for more than 20 to 30 years. In this new day and age we may need something more sophisticated that is more accurate as regards the impact of noise on the community. I accept the noble Lord’s challenge and will perhaps explore aspects of that in Committee.
