My Lords, I thank the Minister for his response and his supportive words agreeing with the objective of the amendment. I am not entirely sure that I agree with him but, having every confidence in the noble Lord, Lord Whitty, I beg leave to withdraw the amendment. Amendment, by leave, withdrawn.
