Banking Bill
My Lords, I thank the Minister for setting that out. The crux of the issue is whether this ever needs to be done at short notice. The Minister is right that the Delegated Powers and Regulatory Reform Committee did not make any recommendation but, towards the end of that very big document that the Treasury submitted to the committee, it was asserted that the power had to be exercised at short notice. Whether the committee had the time to challenge the underlying veracity of that assertion is perhaps open to question, but I have challenged it for the purposes of the amendment, because no additional information was given in the memorandum to the committee to explain why the power was urgent. The Minister has said that the purpose of the power is to give banks certainty that they might get something in a form that did not take them within the Clause 7 formulation, which I think I can just about understand. Doubtless, the Minister will understand my concern that this is not to give the banks certainty but to give the Treasury a power. I am grateful for the explanation that the Minister has given. He has not allayed my concerns but, as with so much of this Bill, we shall have to see what happens in practice. I beg leave to withdraw the amendment. Amendment 111 withdrawn.
