100: Before Clause 61, insert the following new Clause— ““Local carbon budgets For the purposes of ensuring local authorities assist in meeting the United Kingdom’s carbon budgets under section 4(1) of the Climate Change Act 2008 (carbon budgets), the Secretary of State must report to Parliament on proposals for introducing local carbon budgets by December 2011.””
